Liquid Investigations is developed as Free Software under the MIT Licence. The core search technology was developed in 2015 at the request of the Romanian Centre for Investigative Journalism.
In 2016, the European Investigative Collaborations network adopted it and further developed it. Liquid Investigations was launched to production in 2017 with funds from a Google DNI grant and has since undergone continuous refinement. Preparing for DNI, Sebastian Mondial contributed as the conceptual architect behind Liquid and Andreea Bonea shipped the project into production.
The main Liquid Investigations architects are the EIC journalistic coordinator Stefan Candea, with tech lead Gabriel Vîjială , Alex Morega and security specialist Stephan Heffner.

our motivation

At the heart of Liquid Investigations is Hoover Search, a custom-built eDiscovery tool. Our motivation for the Liquid Investigations bundle arises from the overwhelming dominance of centralized global platforms in digital collaboration and knowledge co-creation. These platforms exacerbate global inequalities and foster digital colonization, allowing platform owners to monitor and control user activity. Currently, there is no comprehensive, free, open-source alternative to offer this kind of infrastructure.
